In 2006, NGC stopped using First Strike designations & started its Early Releases label program, it was a cross-over year.
#However, there were still some 2006 business strike silver eagle sealed monster boxes in NGC's depository that hadn't yet been graded. Since NGC had stopped using the First Strikes designation and the owner(s) of the coins wanted them graded after that, NGC graded them as Early Releases. Therefore, only 64 of these 2006 coins were ever graded in MS 70 Early Releases.
I believe that RMC&S first discovered this story immediately after they were graded when the population was less than its final number.
Early Releases and First Releases are interchangeable and the same definition and relevant cutoff dates applies to each term.
