This could be your run of the mill national pride commemorative set. It has the expected Austrian inclusion of composers. Which I presume any country would do if they could boast Schubert, Haydn, & Mozart. der Vogelweide & Dr. Bilroth can also lay claim to the world of music but not to the same degree.
What makes this commemorative set stand apart is that there are also entries associated with the turbulent politics of the time (Lueger, Seipel, & Dollfuss). From 1928-1937 Austrian politics, and those in Eastern Europe, were divided with often violent physical clashes involved. The end of this commemorative series is shortly before the start of World War II in 1939.
