The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
The 1871 is one of the great unrecognized rarities in the three-dollar series. Only 30 proofs were produced, and from that paltry number it is unlikely that more than 10-12 separate pieces still exist today. Of those few survivors, two are in institutions and several display friction, handling marks, or other assorted impairments.
