Don't forget that mm were hand punched up until 1989 so it is possible for some mm's to be punched deeper than others. It looks like on yours that the shoulder of the punch is showing. Maybe the worker felt a little stronger that day.

The depression around the P is actually metal forced up from the die field by displacement. The die was not then inspected and polished to smooth the field.

Simple "body English."  The puncher was fortunate to find a line of work whereby he could channel his aggression in a socially-acceptable manner -- and get paid to boot!  💪

Mintmarks were punched before final hardening and tempering. It did not take very much force to drive in the character. Soft die steel is about the consistency of deep frozen butter.
