I’m curious to see others opinions, but I’m fairly certain this is PMD (Post Mint Damage), and not an error. It’s impossible to know for sure what caused it,  but we can know it didn’t leave the mint like that. A belt sander may have been involved.

Sometime there just is no definitive answer with regard to causes for these things. Even as experts on this forum view the coin there is no way to determine absolutely what caused this.I would agree with Woods020 only I think maybe a file but that's just a guess..

Idle time damage, or someone attempting to make "errors" to sell on some goofy web site.

It's washer or dryer damage. I have done this myself. Coins get stuck between agitator and basket and just spins the coin sometimes for a long time until you find it.
