1944-S 5 Centavo US/PHILIPPINES error

This one is a little confusing. In 1944 they changed the metal to cooper, zinc and nickel.  That's supposed to weigh 4.9 But this coin is weighing less than the cooper/nickel ones. That weighs 4.8. I tried comparing photos to my coin but nothing is odd about it maybe thinking it's a replica. Unless someone can see what I'm not seeing. I have a 1938 and it weighs 4.8 like it's supposed to. Would this coin be a planchet error.

It's within legal tolerance, and mints were not so particular about base metal coins, so it may be considered normal in numismatic terms.
