That's tough to say.

IMO both of the coins you have shown photos of exhibit what is known as strike doubling or mechanical doubling, it is caused by the die being loose at the time of striking and bouncing.   It usually does not add any value to the coin and is not considered an error by the major grading firms.  We would need to see sharp in focus photos of both sides of both coins to render an opinion on if either coin is worth submitting for grading.

Silver's up, and the subject coins appear to have value based mostly on silver content.
