He had them attributed, I can barely see what he saw. What I want to know is, will colonial cents like the one I am paying be attributed and graded?

NGC does not do numeric variety attributions for Colonial and Confederational coins. It uses simply the Red Book descriptions.

The coin you posted is so environmentally damaged that NGC would not certify it at all, instead returning it in a body bag stickered "Not suitable for certification."
