A nice looking cent but from your pictures it does not look like a strike through. please post a better picture . clearer and larger.

it looks like toning in your picture

Struck through cloth. Sometimes a piece of fabric works it’s way into the lamination

If it was a "Struuck Through" anything at all, the lines would be incuse. From that picture the lines look flush with the surface.

Looks like it's been stuck to, not struck through. Packing tape, duct tape... And isn't it plated?

Does not look plated but treated with something to get the blue color.  And the lines do look like damage from tape.
