Looks like collar scars on the obverse and reverse .
The rim looks like this between 8 and 12 o'clock .

The rest of the rim is smooth .

Happens on weekends when the workers are away and someone has left a bit of cheese sandwich lying about.

It's a partial collar strike. If a coin is struck while only partially within the collar die, the result is a coin with only that part of the coin within the collar, receiving the edge "design." 

One of the more common error types, and your coin is worth around $2-$5.
