1991 P jefferson nickel on cent planchet?

It looks like it is just environmentally damaged, as though it spent time in or on the ground.  Remember a 1991 cent would be a copper coated zinc planchet, so the coin would be very light and smaller than a nickel if struck on a cent planchet.

Regardless of colour, it can't be on a 1 cent planchet as it has full rims. A cent planchet is smaller and there is not enough metal to form rims.

Here is an example of a Nickel on Cent planchet. Also note consistent copper colour.
