What is up with this 1999 penny? 0

First time I've come across a penny that looks like this. Can anyone shed some light on what this is called and if this particular kind has any value?

Well I see linear plating bubbling along the planchet striation lines from the strip rollers, and some die deterioration doubling.  They is also the typical stike weakness through STATES because it is opposite the base of Lincolns bust.
