That disruption over the E would make me think no.

Can't see the steps too well from here but I'd be thinking MS67 would be a possibility with or without those features.  Of course, that's one I'd set aside to review outside of the cellophane in better detail.

On the reverse there is a mark in the sky over the east side of Monticello...is that on the wrapper or the coin?

I don't think it would get FS.  There is the mark you mentioned, a mark through the steps left of column 2, and a merging of the steps below colum 3.
