They look different the one on left looks more high relief matte finish could it be

The coin on the left is just more fully struck in the rims. This could result from differences in the milling of the collar which directs metal flow toward either the coin's center or its peripheries, but rarely both on a currency strike.

There is a high relief type for this year

The High Relief was a  Matte Proof that had markers that are not on the OPs two coins.

I thing DWLanges assessment is correct.

There actually is a Medium Relief coin made for circulation, and just a single piece is known today. Note that the legends and numerals are bolder than on the o.p.'s coin:

I noticed they used the same design as the High Relief Die to produce the Medium Relief.
