Looks like a lamination peel.  Which I haven't seen on clad quarters very often.  Are you saying that strip that runs vertically is raised above the rest of the coin?  From the images it appears to be lower.

the closest I could find to an error to your quarter was 

"Improper planchet thickness" 

Maybe maybe take a look at your quarter and see if it's close to that.

Actually, the picture that you posted goes with the paragraph below it: "Lamination flaw."

Gotta agree with Conder101 on this one.

The fact that there seems to be no apparent damage to the field or devices of the coin under the strip indicates that it is something on top of the coin, probably glue.

You could probably remove it or giving it a acetone bath would also remove it.
