Help with Kennedy planchet? Or missing layer?

 If anyone on here could give me a hand or advice or a hint of the possibilities here.  I’m hoping that it’s not environmental damage but more so hoping it’s wrong planchet rather  then missing layer.  But I’m not sure of any foreign coin with this type of material. Thanks

I'm going to say environmental damage on that one.  The reverse looks corroded to me.  I think Bob is right on with the obverse though, that's toning.
