That's another plated cent.  See my reply to your 1958 Cent.  Same thing but with a different metal.  Altered coin with no premium.

From the picture, it appears that it could be a bronze cent that has had its surface altered by being exposed to a mild acid or some other substance. In a past experiment with conserving coins by soaking in olive oil, which is mildly acidic, I placed a bronze cent, a brass token, and a couple of copper nickel Indian cents  in an olive oil soak, and left them for several months. To make a long story short, where the coins were touching other coins, the surface was discolored. The brass token, for example, had an orange half-circle on the obverse, and the 1921 cent turned a color very similar to the OP's coin.
