1991 Proof Libertad Varieties

There was once NGC varities for 1991 proof called 494.5 and 493.3. And PCGS has a 1991 Proof Mule.

There is a post from some time back in which NGC states that they no longer use 494.5 and 493.3, but 8 or 7 Dots on the Cactus.

However, there does not seem to be any difference between 494.5 and 494.3 and 8 Dots on the Cactus...any of the 3. 

Can you please clarify the following:

1. Is there a difference between 494.5 and 494.3, and if so, what is it?

2. If I sent in both of these coins (old holders) today, what would each coin come back as labeled?

3. There is only 1 slot on NGC registry for 1991 proof libertad. If they come back as different labels, will the registry be updated?

Whether a coin receives a separate slot for a certain variety is determined on a case-by-case basis. Many factors are considered by our team including rarity of type, availability in the marketplace, and the number of NGC graded coins with that variety.
