1964 sms, proof set, or unc mint set?

I assumed (and that is not always safe to do) they made proof sets in durable plastic for the year of 1964 like they did for  61 and 62 in the photo.  Did they strike proof coins to sell in durable plastic in 64?  If not, was a business strike the only strike offered in durable plastic in 64? The top set came back ms graded.  I don’t see why they wouldn’t offer 64 proof struck coins since they did in prior years.  Confused.

The U. S. Mint made over four million proof sets in 1964. All of the sets dated 1965 and earlier were not issued in hard holders. The 1956-65 sets were assembled into pliofilm packs, pliofilm being a type of polyethylene plastic that is very flexible, hence the name. The holders shown in your message were not created by the Mint. They were made by Capitol Plastics, a coin supply manufacturer. Your 1964 coins are of the regular issue and are not proofs.
