It's either a coin that has been polished or a circulated proof which are found from time to time.  In either case it has no significant value.

Agreed.  It could also have been plated with another metal, giving that shiny appearance.

The cent has been plated by someone AFTER it left the mint.

This is a circulated, plated bronze cent. Many such alterations have been made over the years to mimic the 1943 steel cents and the 1974 aluminum cents.
