1970S 25c proof error,struck on barber25c

I just bought this 1970 proof set and the quarter looked weird so I researched and used a mag.app for a better look.i hope someone can see the arrows and where the D between19&70 spells DOLLAR ...p.s.the shield looks like its over the neck.... RikkiTikiTavi

Thank you for your post. Unfortunately, we are not able to determine if this coin was struck on a Barber 25C via the images. Our experts would need to see the coin in hand to evaluate.
