would this be considered an error coin. Line stemming from the wing under the letter r in America, blurred words on epluribus unum. Mark on the mouth

What you're seeing are a die crack in the first photo and die erosion in the second. These are not considered mint errors or varieties, as they are a part of a die's natural progression toward retirement. Overuse of dies and poor quality control is especially common for USA coins dated 1982-83, and it is the well made coins which are most likely to earn a premium.

Okay thanks just researched what you said and its called a die crack error. Yes they are considered low value but their has been one exception

What's the exception?  I don't know of any business strike coin that has a real premium because it has a die crack.   There are some varieties where a die crack can be a marker but they have the value for the variety not for the die crack.
