Rim is much lower then coin strike possible wrong plancet or too thin of blank but just found

I am thinking it might have been in a bezel. Back up a bit and show the whole coin - both sides.

The coin blank never went through the upsetting mill and never received a rim

The cent looks like it been as been removed from an encasement. Smashed rims like that are quite common in such a case. Often the edge will have a crushed incuse appearance.
