Concur with Conder. The surfaces don't indicate a proof. They do indicate a pretty nice 09-VDB, but not nice enough to slab from a money standpoint.

Agreed with the above.  Not a proof, but a pretty nice business strike 1909-VDB.  If monetary value is your only consideration, this coin would not be worth submitting.
