1946 Roosevelt Dime- Possible Coin Error?

I recently found this 1946 Roosevelt dime that is oddly pitted.  I can't tell if this is a coin error or if this pitting came later as a result of some chemical or something.  Can anyone tell if this was created at the time the coin was struck?
