2016MO SILVER LIBERTAD SILVER SET

I noticed a census for 2016MO SILVER LIBERTAD SILVER SET that is separate from the census for 2016MO SILVER. The census for each set appears to have the coins graded separately, thus one member of the set will have a PL grade and the other member of the set will have a PF grade. What is of interest is the recognition of the "Libertad Set." This designation differs from other the other "Libertad" coins in that the name "Libertad" does not appear on the coin, only on the COA, so that the 2016 sets are the only census populations that have the name "Libertad." How is such a set submitted? Is the set distinguished from the sets that contain three coins with an additional uncirculated coin? How is a member of such a set labelled on the slab? Thank you.

Thank you for your question. The Libertad sets were released by the Bank of Mexico and need to arrive at our facility in the sealed shipping box for the "set" designation. The 2-coin set included a Proof (PF) and Proof-like (PL) coin as you referred to in the census. The COA for the coins contains a mintage number (IE 7 of 1000) which NGC will not attribute on the label. We can only attribute this designation when the number is physically on the coin.
