NGC UC PROOF 2000 KOOKABURRA 1 oz. Holder

I just purchased via AMAZON.COM a NGC THE PERTH MINT AUSTRALIA UC PROOF -SPECIAL RELEASE # 42882199.034

There is a CERTIFICATE OF AUTHENTICITY sticker on the right side of the coin holder with Q11 up with a Bar Code 000-03339

From what I can tell here on NGC site this appears not to be a legal NGC holder, can you confirm one way or other please.
