1932 One Peso of Mexico

When a 1932 one peso Mexican coin comes into NGC to be graded, what do they use to determine the closed nine variety of this coin? Is there a picture, or a publication used for this grading? There are several owners on the registry that show that they possess an NGC graded closed nine variety. But, by looking at the pictures, it does not seem that the nine is closed. Is it a complete closed nine or a near closed nine? In all instances, the loop of the nine is not touching the tail of the nine. Any information regarding this closed nine variety is greatly appreciated.
