RCM coin issue question?

I would assume not, but releasing them would of course not be the same as minting them. I'd bet that half the world contracts out minting to the developed world, so it's quite possible they mint (for example) Ghanian coins, but that they are of course released by the Ghanian financial ministry.

You can check mint.ca but I know I've seen them at trade shows selling foreign country coins that they've minted.
