QUESTION:

 

What nationwide crisis lowered the price of newspapers in California from five cents to just two cents and thus prompted the first minting of cents at the San Francisco Mint?

I'm guessing it has to be the Panic of 1907 -- also called the 1907 Bankers' Panic and sometimes the Kinickerbocker Crisis.

 

Having this financial crisis right after the great SF earthquake of 1906 must have made life tough for many.
