Q: Appearing on the face of the Third Issue 5 cent U.S. Fractional note (Fr.# 1236-39) in error and to the chagrin of much of the public, the bust of Spencer M. Clark – the first superintendent of the National Currency Bureau – was used in place of the bust of this other famous “Clark.”
