Description & Analysis

The complaints by sculptor Hermon MacNeil that his approved models had been replaced by the Mint's own sculptor-engravers without his knowledge were entirely valid. Shortly after the first release of Standing Liberty Quarters on January 17, 1917, Mint Director von Engelken asked Treasury Secretary William MacAdoo for permission to let MacNeil submit revised models incorporating minor changes that would restore the design to that more closely resembling his earlier approved models. Congressional action was deemed necessary to make these changes, and the bill approving the desired revisions was passed July 9.

The resulting coin would come to be called Type 2 by collectors, and the changes seem more than minor when compared against the Type 1 issue. The entire Liberty figure was resculpted, with a revised hairstyle, a new shield having fewer rivets, a different flow to her gown and a breast plate of chain mail over her bosom that had formerly been partly exposed. The eagle was likewise reshaped and then placed higher in the field, this being achieved by moving three of the stars below it. The lettering was also redone in a style conforming to that of the obverse. Both sides were given a slight curvature to their fields to accommodate the somewhat bolder relief of the design features.

The result was, perhaps, a more appealing composition overall, though it proved to be very difficult to coin from a technical standpoint. Type 2 quarters wore out the dies more readily, and several features were poorly struck on most examples. Notable among these are the rivets in Liberty's shield and her own head, which appears flat or even concave on many coins. Enough 1917(P) Type 2 quarters were saved by collectors and the general public that examples are plentiful across most grades, though the percentage of Full Head (FH) coins is lower than for the Type 1 edition.
