Description & Analysis

By the 1990s commemorative coins were well established as a painless means of raising funds that the federal government would not provide through tax revenue. This seems to have been the principle motivation for approval of a silver dollar honoring the United States Botanic Garden in Washington, DC. Established in 1820, its 175th anniversary occurred in 1995, and this coin was legislated after the fact to mark that anniversary. Unlike the Jefferson Silver Dollar, also coined after the date being commemorated, this issue at least included the actual year of coining, 1997.

Though it frequently utilized designs from outside artists through the first half of the 1990s, by mid-decade the Mint was calling more and more upon its own staff to create both the designs and the models. Oftentimes, of course, the elements which appeared on the coins were specified in advance by the sponsoring committee, so it was the job of the Mint’s personnel to simply provide models that were suitable for coining. William Cousins did just this for the obverse of the 1997 silver dollar. It features a rose blossom at center, with the inscription below: “UNITED STATES BOTANIC GARDEN 1820 – 1995.” A semi-circular wreath of rose blossoms arcs around the upper border, with the statutory Latin motto completing this side. The initials ‘WC’ appear to the right of the wreath at two o’clock.

Veteran Mint Sculptor-Engraver Edgar Z. Steever IV prepared the reverse for this silver dollar. It displays an elevation view of the Botanic Gardens’ greenhouse, with his initials below it at right. Also below are the denomination, date of coining and the mintmark. Statutory mottoes and legends complete this side, which features a rare instance of “LIBERTY” on a coin’s reverse.

The Philadelphia Mint was selected to strike both the uncirculated and proof editions of this coin. The latter was included in that year’s Prestige Proof Set, a product which was discontinued after 1997 as the result of declining sales.

Perhaps the image of a rose appealed to a broad range of buyers, as this coin posted higher sales than most U. S. commemoratives of that period. In other respects it’s a rather plain entry in the modern series.
