The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
A very rare date as a proof with only 20 pieces originally struck. Out of that original number, Akers estimates that perhaps 7-8 still exist, while Breen thinks it might be as many as 8-10 pieces.
