The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
The Philadelphia Mint only coined proof quarter eagles in 1863 and 10,800 business strikes were minted in San Francisco during the year. They would be the last S-Mint quarter eagles until the end of the Civil War. Most were heavily circulated up and down the Western seaboard, while gold coins in the east were hoarded and failed to circulate.
