Description & Analysis

The very low mintages for 1896-S and 1897-S evidently left the west coast with a shortage of quarter dollars, as production at the San Francisco Mint just topped the million mark this year. Some of these coins were shipped to the Philippine Islands during 1898-99 to supply American troops there during the Spanish-American War and the Philippine Insurrection which followed almost immediately. It's not known whether this unusual destination actually affected the number of pieces coined.

This issue is slightly scarce in the lower grades and very difficult to locate in problem-free grades of Fine and higher. Many examples were returned from The Philippines in later years showing only slight wear, but these were nearly all harshly cleaned. These coins have depressed the values for the grades of XF and AU, yet nice pieces in those grades are quite rare. Mint State survivors are extremely rare.

A new style of mintmark debuted this year slightly larger than that used 1892-97. It also has a more slanted center stroke than the nearly horizontal stroke of the earlier mintmark punch. One repunched mintmark variety is known, but this is too difficult to make out on worn coins to attract much attention.
