There is difficulty in giving an evaluation of a coin for conservation from an image. It is tough to determine whether a problem with a coin is a residue, toning, or some combination of both. The coin in your image is tough to determine. The best thing I can recommend is to submit the piece for professional conservation and have the evaulation team examine it in person to determine how much we may be able to help your coin.

what if i declair a value on a coin say( au58) and after conservation it looks to be a ms60 or something higher. does declaired value mean the post conservation grade or pre?

Your declared value is independent of the grading. Your coin is graded as it is. The declared value has no effect on the grading. If your declared value is significantly off, either too much or too little, you may be contacted to change your declared value before the conservation takes place.
