Wouldn't that be a Susan B. Anthony dollar coin? Referring to the shrinking value of the dollar in the Carter Administration and the similarity of the coin with the quarter.

I think it is a SBA dollar. They are about the same size as a quarter and are made of the same material. I'm sure some were spent as quarters.
