[Localized wear has obfuscated (obiterated) the hairline profile on the obverse and with half the clouds and E PLURIBUS gone along with an obliterated eagle head, minus the eye, on the reverse, this coin has technically disqualified itself as exempt from grading. NO SALE!]  Sorry. 👎

Sinking of the die from improper hardening left the coin poorly struck at Liberty's lower hair curls and the corresponding area on the reverse. Such pieces have to be net graded.

Agreed. The die was improperly hardened. The outer portions were harder than the central area. As the die was used, the soft center collapsed. This increased the distance between the planchet center and the die center, producing weak central details. The coin's weak areas are not perfectly centered, which suggests uneven heating/cooling during the hardening process.
