Corroded. My guess would be it's been in soil or otherwise has sustained adverse chemical reaction. At least it's still worth $0.25 and legal tender.

That quarter has been in the ground. I find these metal detecting frequently and they look like this. I do tend to see the crystal like appearance on the obverse when they are in or near water also.ย
