If you mean what to ask money wise, it is a damaged coin worth the value of the copper.

Even undamaged it would only be worth a couple of dollars

Agreed, no value there, a shame someone had to do that to it.

Someone used a wire cutter or similar tool to create those marks, its now just a cull/junk coin that has no numismatic value.  That is not to say that it could not be used as an album filler, just that its value has been reduced to just the copper value.
