So if I transfer the notes value over a network, I'm now holding a valueless piece of paper.  Yeah I'm going to hang onto that just in case someday I decide I want to recharge it.  I see a great (or not so great) practical joke.  Get  two or three hundred dollars in tens from the bank, transfer the value back to your bank account and then scatter the now worthless notes, that look perfectly good from a distance, into a crowd on a windy day and watch people go crazy chasing them.  Fight breaking out etc.
