Which date does NGC use to qualify Early Release: date received or date entered in system?

I am preparing to send in a 2021 Christa McAuliffe proof for grading and to request the First Release label, of which the cut-off is 4/29.

My last shipment for grading was not entered into the system for almost two weeks after FedEx showed it was delivered.   My understanding is that submissions are stored in the vault until they can be registered into the system.

My question is does NGC qualify early designation using the date that the shipment was received or the date when it was entered into the system?

I ask this because if I look at my submission the date received shows the date it was entered into the system two weeks later.
