Are FS more common now than they use to be ?

Very much so. Since the hub improvement in 1987, the detail has vastly improved. Full steps are very common these days.

YEP --- Very common in my collection!

That full step find is nice but the grade level is too low for a submittable choice.

You'll find that the newer design with that larger Jefferson portrait will almost all have FS, even the heavily circulated ones. The new Monticello design is a tiny bit larger and slightly better defined.
