Die polishing lines, strong copper core and yellow color👋. The highest relief mini moon with texturing. Device doubling and burring plane lines throughout. The coin is not plated and the graduation in color from light blue pastel purple, daybreak red, and gold do not suggest artificial toning. If you look at the top of the mini moon you can see it is raised up off of the coin about a mm.

look at the depth of strike, and shaving evidence on Eisenhower’s jaw. The eyeball is deeply struck, with a tiny centered dot for a pupil.

Again I emphasize the overall depth and clarity of the mini moon. And the apparent doubling in D.O.L.L.A.R. As well as the clarity and cross hatched pattern of the olive branch in the Eagle’s clutches.

Seems to me this is just a toned proof silver Ike, perhaps from an earlier die state.  By the way, the "mini moon" is actually the earth.

At first I was subject to think rainbow toning, however the solid gold gold color of the large moon landing on the reverse struck me as inconsistent with toning. Again the serif doubling is heavy, apparent, and almost tripled on the upper left circle of the O.

First picture is of the SP Ike. The ridges have a flare thin line at the crest, and are sharper. 
The beginning of each ridge line at the edge has a steep angle.

Second picture: a gold plated Ike. Notice the difference in the uniformity of color, the flat dull ridges. The edge of each ridge has a rolled appearance.
