It's just an illusion created by the shoulder of the S punch. There is some die steel within the loops of the punch to make it more resistant to chipping.

The examples on ngc website showing examples of this coin has two points of interest which I point out in the next photos ,so if your telling me its not the right coin I'm very confused .am I not looking at this correctly?
