I found this in my change from a store.it appears to be an s over s

It's just an illusion created by the shoulder of the S punch. There is some die steel within the loops of the punch to make it more resistant to chipping.

I'm really not sure and from the examples online I'm leaning towards doubling.here is a different shot

The examples on ngc website showing examples of this coin has two points of interest which I point out in the next photos ,so if your telling me its not the right coin I'm very confused .am I not looking at this correctly?
