Is it replacing any other designation, or is this in addition?

@VKurtB,

This will be in addition to our current designations. The ER/FR designations will continue to be used for coins received by NGC within 30 days of being produced/released by the mint.

Interesting. How are coins struck in December of the previous year handled? This is a common practice for proof and some commemorative coins. Even circulation coins can be made in December but dated the next year to avoid disruption of supply chains. (Stockpiling is not an unusual occurrence.)

Looks like they would be eligible for the additional "Struck in [year]" attribution. It's interesting because it seems like the same coins could be eligible for like 4 or 5 different labels.

No, can't be certain, but once the label is on it doesn't matter if it is right or not because there is no way to prove it is wrong.  (No way to prove it is right either, but the sucker er customers will pay the premium price for them anyway.)

With the current state of things, it seems like something released in January should be eligible for 3 labels at least, including the normal label, the ER label, and this new EP label. Then you get into the "First strucks," the signature labels, the other different designs and such that you can get.

It's reaching a point  where it feels almost impossible to get a set that has everything matching unless you either submit them yourself all at the same time or you send in a set that you've built for a re-holder (expensive). It's a real shame IMO.
