Dime mint error 1917 0

I own a 1917 Dime that appears to have a large mint problem--  any input would  be appreciated--  note that in the circle are two "B"s, faint but readable

To answer your question, that is not a mint problem, that is just a badly damaged coin. It is impossible for extra letters or numbers that are not on the die to appear during the striking of a coin. Still it is a silver coin so it is worth more than face value.

One "B" is supposed to be there, since it is one of the letters of "LIBERTY." The other thing that resembles a "B" is damage to the hair that is sticking out of the front of Miss Liberty's cap.
