"Report post" and "Ignore User" are the only ways to deal with this, until it gets taken care of for the 5th time. This person is not here to contribute anything or learn anything, only to get attention. It's a bit sad, but perhaps someday they'll learn how to act around adults.

I reported, hopefully others will too.  Not only is it childish and disruptive, one new poster mentioned that they were hesitant to post because of the foolishness.  It is not fair to those who genuinely want to learn.
