Appears to be an off-center strike. Readily available, especially without the date visible.They sell for a dollar or two.

Looking at the shape of the coin, I think it may be an Uncentered Broadstrike. It appears to have been struck out of collar.

Your right in saying that it is an error.

The difference between an uncentered broadstrike and and off-center is that on the broadstrike all the details are still on the planchet, and on the off center some of the details are off the edge of the planchet.  This is an off-center.

An undated memorial off-center error, I don't buy or collect errors so I have no idea of value; but there are collectors that do/will buy these types of errors.
